The 5-step CDRA process

To complete a Climate and Disaster Risk Assessment (CDRA), you will finish 5 primary steps.

Step 1. Collect and analyze climate and hazard information.

The objective of the CDRA Step 1 is to know the hazards, both present and future, to the LGU.

The key outputs of this step are:

  • Local climate change projections
  • Inventory of natural hazards and their characteristics
  • Tabular compilation of historical data on disaster damages and losses
  • Summary of barangay-level hazard inventory

Step 2. Scope the potential impacts of disasters and climate change.

The objective of CDRA Step 2 is to identify potential impacts of climate change and hazards to natural and human systems of the LGU.

The key outputs are:

  • Summary of potential climate change impacts and exposure units (qualitative)
  • Impact chain diagrams for priority development sectors

Step 3. Develop exposure database.

The objective of CDRA Step 3 is to develop a spatial database of people and property in the LGU.

The key outputs are:

  • Exposure maps of different exposure units: (1) population, (2) urban use areas (3) natural resource-based production areas, (4) critical point facilities, (5) lifeline utilities
  • Attribute tables and information on exposure, sensitivity and adaptive capacity of various exposure units (i.e., people and property in the LGU)

Step 4. Conduct Climate Change Vulnerability Assessment and Disaster Risk Assessment

The objective of CDRA Step 4 is to determine the vulnerability of the LGU to climate and disaster risks using its different exposure units.

The key outputs are:

  • Summary of decision areas and issues on the vulnerability of the LGU to climate change
  • Summary of decision areas and issues on the risk of the LGU to different disasters

Step 5. Summarize findings

The objective of CDRA Step 5 is to identify priority decision areas in the LGU.

Priority decision areas are locations already threatened by natural hazards and can be more vulnerable to disasters with the changing climate.
